In 2009, JCS Gastronomie Inc., the company behind “Chef Jessie Restaurants” was established headed by its president Chef Jessie Sincioco. Chef Jessie has been in the restaurant industry since the very first branch of Le Souffle in Greenbelt opened 20 years ago with 3 expatriate partners. This was followed by the opening of Le Souffle at Top of the Citi which she has been managing for thirteen (13) years, and Le Souffle at Rockwell for six (6) years. Both branches were awarded to her when the contract of Le Souffle expired respectively. This, in effect, led to the change of names for both outlets. Top of the Citi is now officially Top of the Citi by Chef Jessie and the Rockwell branch is now called Chef Jessie Rockwell Club.

At present, JCS Gastronomie Inc., owns and manages: Top of the Citi by Chef Jessie and Chef Jessie Rockwell Club. These upscale restaurants are serving sumptuous culinary masterpieces that cater to the Class A and Class B market offering international cuisines varying from European, American and Asian dishes. Apart from the restaurants' in-house services, both outlets offer catering service for all occasions from romantic dates, lavish parties to meticulous corporate functions. One of its biggest caterings was a sit down dinner for 3,200 pax last November 2009 held at the SMX Convention Center.

Chef Jessie Restaurants' success is attributed to the excellent quality of food and service that are consistently rendered to its loyal patrons. The restaurants have maintained their good names through dedication to established Quality Management System that focuses on continuing improvement plans addressing the fast paced change of customer taste in the industry thus making it by far, the food and service provider of choice for people with impeccable gastronomic taste.
